1985
Victim advocacy and court work begins
Established the Juvenile Victim/Witness Coordinator position at Benton County Prosecutor's Office. Specialized in advocacy for child sexual abuse victims and forensic interviewing. Worked with local police agencies on child sex case investigations and helped establish the first child victim interview room in Benton County.
1994
Evidence management foundation
Began serving as Evidence Technician at Kennewick Police Department, then advanced to Pasco Police Department, managing property and evidence operations for both agencies over a decade. Processed major crime scenes and search warrants, implemented barcode evidence tracking systems, and became Certified Expert Witness. Trained police officers in evidence collection and crime scene procedures, building deep hands-on expertise in daily evidence room operations.
2004
Subject Matter Expert Consulting
Joined FileOnQ as Evidence Expert & Consultant, beginning work with agencies across the U.S. and Canada. Started helping agencies increase efficiency through technology, developing policies and procedures, and providing input on property room design.
2009
Independent expert witness practice
Launched Focus on Evidence, providing expert witness services in civil litigation for post-conviction exonerees. Combined consulting work with advocacy for justice, working on cases that resulted in significant settlements. Â
2012
Teaching, publishing, and justice advocacy expand
Published "The Property Room: Friend or Foe" in Evidence Technology Magazine. Continued building Focus on Evidence through expert witness work for post-conviction exonerees, consulting to agencies (audits, inventories, policy evaluation), and advocacy for The Innocence Project. Became a regular instructor at CAPE and LEIRA conferences and a speaker for the Oregon Peace Officers Association, working with agencies across the U.S. and Canada.
2022
Formal instructor roles and continued impact
Became instructor of the semi-annual 40-hour Property & Evidence Management Course at Washington State Criminal Justice Training Commission. Facilitated webinars for Washington State LEIRA and became instructor of the evidence track for LEIRA's biennial conference. Published "The Seven Deadly Sins of Evidence Management" and led solution implementation for San Francisco PD (2,000+ sworn officers).

Launched Focus on Evidence as an independent business, bringing together four decades of expertise in evidence management, training, consulting, and expert witness services. Now offering comprehensive solutions to evidence room managers, agency leaders, and law enforcement professionals—combining hands-on experience, proven methodologies, and deep industry knowledge to help agencies transform their evidence operations.
